REACH Toucheng Cable Landing Station (Toucheng CLS) is located at 250 Jixiang Road, Toucheng Town, Yilan County, Taiwan. The Toucheng CLS is owned and operated by REACH Networks(Taiwan) Limited, as the cable landing station for RNAL/FNAL, and HKA submarine cables.

REACH was the owner of the RNAL/FNAL cable system.

Established in 2000, REACH was a 50/50 joint venture between PCCW and Telstra. And later in the end of 2001, REACH acquired the RNAL/FNAL cable system and cable landing stations in Hong Kong, Taiwan and Japan, as well as other Assian assets and customers from Level3.

In 2011, PCCW and Telstra completed the restructure of REACH, divided between both parties the asset of REACH, with the remaining joint assets managed by REACH.

Telstra is a member of the HKA consortium and the landing party in Taiwan. Telstra lands its HKA cable in the Toucheng CLS. The HKA Toucheng Branch consists of 6 fiber pairs, with 2 fiber pairs owned by Telstra and 4 fiber pairs owned by Facebook.
