China’s ZTT Group has signed with Saudi Ports Authority (Mawani) a major land lease agreement to build a new manufacturing factory for submarine and terrestrial cables at Ras Al-Khair Port. ZTT is expected to invest $100 million (SAR375 million) for the state-of-the-art factory which will occupy an area of 80,000 square meters.
The agreement was signed during the ninth Future Investment Initiative (FII) conference held in Riyadh on October 27-30, 2025.
ZTT is a leading manufacturer of submarine power cables and terrestrial fiber optic cables from China.
ZTT's new manufacturing factory in Suadi Arabia is expected to have a substantial annual production capacity of 500 kilometers of submarine power cables and 12,500 kilometers of fiber optic cables.
In August, ZTT and Saudi Arabia announced ZTT's plan to invest $80 million to build a manufacturing plant in Saudi Arabia, aiming to strengthen its presence in the Middle East and support local industry growth. This initiative is designed to boost regional industrial development by bringing production closer to customers, improving response times, and tailoring solutions for Saudi Arabia and neighboring markets. ZTT emphasized that the investment aligns with the goals of Saudi Vision 2030, particularly the push for industrial diversification and sustainable energy infrastructure.
This strategic partnership is key to developing the submarine and terrestrial cable industry within the Kingdom, directly supporting the National Transport and Logistics Strategy’s goal of solidifying Saudi Arabia’s position as a global logistics hub.
